Fapiao Fax Spam and Corruption

Ever since incorporating we receive daily spam faxes, the volume of which has swelled beyond imagination.

The content is always the same: the senders offer "fapiao" (发票), tax invoices against a varying fee.

This trade supports corruption in the following way:

- A company is bribing someone with a cash amount
- Of course, the recipient of the bribe will not issue a receipt for that
- But expenses without receipt are not tax deductible for the bribing company
- So, they go and buy a fapiao from one of the vendors, to cover the cash amount spent on bribes
- This way they create a tax-deductible expense

The system to generate these illegal fapiaos:

- It happens, corporate or individual customers do not require a fapiao for their transaction
- Typically that is the case for off-the-book cash trades, hidden from balance sheet and tax office
- They still ask for fapiao from their supplier, but issued to another party
- Many vendors condone this practise and issue fapiaos to third parties, who are not the actual receiver of the goods

If you want to help reducing corruption and if you do not want to be part of this trade, do not ever issue fapiaos to unrelated third parties.
